On March 25, 2004, the Municipal Services Agency was created when Sacramento County reorganized to better deliver municipal services to residents of the unincorporated* areas of Sacramento County. The Agency is comprised of nine departments and employs approximately 2,300 of the County’s total 13,000-plus workforce.
As part of the County's goal to bring services such as building inspection and traffic control directly to the neighborhoods, local service centers were opened in North Highlands and in Fair Oaks.
* What is unincorporated? The dictionary defines unincorporated as any area not chartered as a self-governing village or city; lacking the tax, police, and other powers conferred by the state on incorporated towns: an unincorporated hamlet. In Sacramento County, unincorporated refers to those communities outside the cities of Citrus Heights, Elk Grove, Rancho Cordova and Sacramento. The Municipal Services Agency provides municipal or city services such as water, sewer, roads, animal care, and refuse pick-up.
