About the Rental Housing Inspection Program

The current program, the Housing Code Enforcement Program, is enforced by the Code Enforcement Division and requires rental property owners to properly maintain rental units within the County. Properties are inspected if complaints are received. This process has not effectively dealt with the increase of deteriorating properties because many tenants do not report sub-standard conditions due to fear of retaliation, and the foreclosure crisis has resulted in an influx of vacant properties which are often vandalized and contribute to neighborhood blight.
This new ordinance differs from other city ordinances in that it allows for certification of rental property owner/agent and self-inspection of properties. It will also concentrate on owner/tenant education while providing mandated inspections to assure quality housing for rental tenants.
