Four pilot Community Councils have been formed in the unincorporated communities of Arden Arcade, Carmichael/Old Foothill Farms, Fair Oaks and Rio Linda/Elverta. Patterned after the County's Planning Commission, the Councils are geared to provide local control over many land-use issues that affect the community's quality of life. They replaced their area's Community Planning Advisory Council, a panel that provided advisory recommendations to land-use issues.

Public Notices: The Department of Environmental Review and Assessment (DERA) is the contact for the processing environmental review in the County of Sacramento. DERA prepares California Environmental Quality Act (CEQA) and National Environmental Protection Act (NEPA ) environmental documents for all privately and publicly initiated projects, including: Exemptions, Initial Studies, Negative Declarations, Environmental Assessments, Environmental Impact Reports, and Environmental Impact Statements. Subdivision Review Committee: Provides technical recommendations on parcel maps and subdivision maps that are to be heard by the Community Councils, Planning Commissions and Board of Supervisors and conduct public hearings on parcel maps in areas not covered by the Community Councils. The Committee meets twice a month on Fridays, and is staffed by Department representatives and chaired by Brian Holloway, a citizen representative appointed by the Board.
