Located within the Central area of unincorporated Sacramento County are the Arden Arcade Community Planning Council and the Carmichael/Old Foothill Farm Community Planning Council.

The Arden Arcade CPC and the Carmichael CPC, or community planning councils, serves as the decision-making body over local land-use issues previously decided by the Planning Commission, Zoning Administrator and the Subdivision Review Committee.
