Budget
The Department of Water Resources’ projected annual revenues are almost $93 million. New development fees and user service charges account for about 88 percent of the total revenues. Additional revenues are derived from ad valorem property taxes, a benefit assessment, reserve account interest and federal/state grants. Revenues from each program must be spent on that program. Water Resources does not receive any money from the Sacramento County General Fund. Annual revenues can vary widely depending on the rate of new growth.
Funding Sources and Service Areas
Water Resources received funding from give major revenue sources. These sources are the following:
1. Sacramento County Stormwater Utility – provides storm drainage, flood control and stormwater quality management services to the urban and urbanizing portion of the unincorporated County area and the Cities of Citrus Heights and Rancho Cordova. Revenues are collected through utility billings and ad valorem taxes.
2. Sacramento County Water Agency (Zones 11A, 11B and 11C) – provide for the construction of major drainage facilities in the urban and urbanizing areas of the unincorporated County and the Cities of Citrus Heights, Elk Grove and Rancho Cordova. The primary source of revenues is fees collected at the time of development.
3. Sacramento County Water Agency (Zone 13) – funding studies related to water supply and drainage and flood control affecting all or part of the unincorporated County and the Cities of Citrus Heights, Elk Grove and Rancho Cordova. Revenues are collected as benefit assessments on real property.
4. Sacramento County Water Agency (Zone 40) – provides for the construction of major water supply facilities in the urban and urbanizing areas within portions of the Cities of Elk Grove and Rancho Cordova as well as the unincorporated County. These facilities will provide for the conjunctive use of surface water and groundwater to meet system demands and stabilize groundwater levels throughout the region. Revenues are generated by fees collected at the time of development and by utility charges.
5. Sacramento County Water Agency (Zone 41) – funds the day-to-day operational needs of the water system including maintenance, electricity, facility replacement, permitting costs, etc. Revenues are collected by utility charges, connection permit fees, construction water permits and grants.
