On June 3, 1998, the Board of Supervisors adopted the Rio Linda and Elverta Community Plan. That Community Plan identified an urban development area in eastern Elverta. Community Plan Policy LU-6 required that a Specific Plan be prepared for this area prior to the approval of any rezones or tentative maps within the area. The area includes approximately 1,190 acres of "urban" designated land and approximately 630 acres of "agricultural-residential" designated land. The policy also limits the residential holding capacity within the "urban" land to 4,500 dwelling units.
Pursuant to County ordinance, the Elverta Specific Plan owners' group requested that the Board of Supervisors consider initiation of a Specific Plan for this area. On September 9, 1998, the Board of Supervisors adopted Resolution No. 98-1068 initiating the Elverta Specific Plan. On August 8, 2007, the Board of Supervisors adopted the Elverta Specific Plan.
