About the SWA Board 

The Sacramento Regional Solid Waste Authority (SWA) was formed in December 1992 to assume the responsibilities of the solid waste, recycling and disposal needs in the Sacramento area.

The SWA is an autonomous governmental organization, or Joint Powers Authority (JPA) funded by franchise fees and governed by a Board of Directors consisting of elected officials from the County and the member cities.  Current members include the City of Sacramento and the unincorporated area of Sacramento County.

The SWA regulates commercial solid waste collection by franchised haulers through ordinances. SWA ordinances include the requirement that franchised haulers achieve a 30 percent recycling rate and to offer recycling services to businesses and multi-family dwelling units.

Sacramento County's Environmental Management Department (EMD) enforces SWA ordinances.
