You must have a franchise agreement in order to collect commercial solid waste within the Sacramento Regional Solid Waste Authority (SWA) Region.

Title I makes it unlawful for any person to engage in the business of collecting, transporting or disposing of commercial solid waste kept, accumulated or generated in the Sacramento Regional Solid Waste Authority (SWA) Region or to engage in the business of soliciting accounts or invoicing customers for commercial solid waste service in the SWA region without a valid franchise agreement.

SWA Administrative Rules

SWA Administrative Rules are intended to clarify how SWA ordinances will be implemented and enforced.

  • SWA Administrative Rule 2007-02 requires certain customer account information to be included in quarterly diversion reports and provided at any time upon request.
  • SWA Administrative Rule 2007-01 designates recyclables for source separation by businesses and non-residential properties pursuant to SWA ordinance No. 17.
  • SWA Administrative Rule 2003-1 clarifies how franchisees and self-haul facilities may claim diversion credit for source-separated loads of dirt/soil.
  • SWA Administrative Rule 2002-1 defines gross collection revenue, establishes a late fee penalty and provides an example of how recyclables set out for separate collection for the purpose of recycling and that is not landfilled is exempt from the franchise fee.
  • SWA Administrative Rule 2001-1 clarifies when franchise fees are due, where payment is to be mailed, how the fee is calculated, the materials to which it applies, exempts public agencies, revises the insurance requirement, makes franchisee information supplied to the SWA confidential and establishes bin labeling requirements. Section B provides additional clarification on Diversion Guidelines.

Application Packet

To obtain a Non-Exclusive Commercial Solid Waste Franchise in the SWA, you must submit an application package. The complete application package is available below. Applicants should download the Application Form, the Diversion Plan Instructions & Form, and the applicable Supplemental Form.
