Certification Program for Construction & Demolition (C&D) Debris Sorting Facilities
The SWA Board adopted Ordinance No. 19 on Dec. 11, 2008. This ordinance created a certification program for solid waste facilities that sort through the debris from construction job-sites. It is a voluntary certification program that will work in conjunction with the ordinances in both the City of Sacramento and Sacramento County that require recycling on the part of builders. Certified facilities will be inspected regularly to confirm that their recycling programs for sorting wood, metal, cardboard and concrete are operating. High performance facilities that achieve 50 percent diversion or better obtain "Select Status" certification and a series of incentives.

Multi-Family Recycling

The SWA Board adopted Ordinance No. 20 at its May 18, 2009 meeting, which amended the SWA Code by adding multi-family recycling requirements to Title IV, the Business Recycling Ordinance.

This new ordinance requires apartments and multi-family dwellings in the unincorporated areas of Sacramento County and in the City of Sacramento with five (5) or more dwelling units and who subscribe to 10 cubic yards of garbage collection service per week to have a recycling program. The Sacramento County Environmental Management Department (EMD) is implementing the ordinance with major emphasis on outreach and education.

Owners or managers, whomever contracts for garbage service, can choose to self-haul their materials to a recycling center, or enter into a written service agreement with a Franchised Waste Hauler or Authorized Recycler (see Recycling Services) to have their materials picked up on-site.
