How does CALGreen impact the County C&D Debris Ordinance?
As of January 1, 2011, Sections 5.408 and 5.508 of the California Green Building Code, also known as “CALGreen” superseded the Sacramento County Construction and Demolition (C&D) Debris Ordinance.

What does it Cost?
The WMP fee is 0.04% of the project value (with a maximum fee of $800 for a $2 Million project or more) and a minimum of $40.
Unlike many other programs around CA, no performance deposit is required.
However, if you are out of compliance you may be required to place deposits of 1% of project value on your next project. Other probationary measures may also be applied to your subsequent projects if you hire illegal haulers or if you fail to recycle.

Outline a Recycling Method
• Source Separation – separate the individual materials into distinct containers or corrals, or
• Mixed Recovery – combine materials into one dumpster for sorting at a Certified C&D sorting facility.

• Hire a Franchised Waste Hauler

You must keep a log of all waste hauling activity. You’ll be given a blank Waste Log with your permit.
Return your completed Waste Log either prior to Certificate of Occupancy or the final project inspection.
Your Certificate of Occupancy or your final inspection will be delayed until you submit your Waste Log.

These companies are bound to vigorous monitoring and reporting requirements, mandatory participation in recycling programs and other conditions to protect public health and safety. They’re also obligated to help us meet our state mandated recycling goals.
Only Franchised Waste Haulers can legally charge a fee for collecting commercial solid waste in Sacramento County, including construction and demolition debris.
Hiring a hauler without a franchise will put your building permit in jeopardy.

What are the Basics?
Sacramento County has worked closely with the building community to ensure this C&D Ordinance is simple and streamlined. It’s easy as 1-2-3........
- Make a Waste Management Plan (WMP) to decide how you’re going to manage debris on your jobsite and how you will satisfy your recycling requirements. You can download a
WMP here. Turn your WMP in for approval by emailing it to WasteLog@SacCounty.net. You can also fax it to (916) 854-9790. Call (916) 875-4049 if you have questions or need help filling it out. When your permit is issued, you will get a blank
Waste Log with your permit number printed on it.
- Execute Your Waste Management Plan (WMP): Keep track of all waste going off your jobsite on the Waste Log you receive with your permit. Additional blank
Waste Log forms are available here. IMPORTANT NOTE: If you download a blank Waste Log to turn in, write your Case Number on it immediately! Recycle at least half (50%) of your waste materials and hire only Legally franchised wste haulers.
- Report Your Results: Turn in your completed Waste Log by emailing it to WasteLog@SacCounty.net or faxing it to (916) 854-9790 with your building permit. Maintain it and return the completed form before scheduling your final inspection. You will not be able to schedule your final inspection or receive your Certificate of Occupancy until your Waste Log has been submitted.
Educate Your Employees
You must inform all of your employees and subcontractors about your WMP because you are responsible for all of the debris from your project.
